    Under the direct supervision of the Specialist in Education for the Semi-Arid region and in alignment with the Chief Coordinator of the Zonal Office, the external consultant will provide general technical support to the UNICEF team in the implementation of the following strategies

    Support the implementation of Education that Protects (ETP) in Valéria territory:

  • Mobilize at least 30 public school managers and 70 teachers and technicians to implement initiatives that ensure the protection of children against all forms of violence in schools.
  • Organize 4 training sessions, preferably in-person, for the school community in partnership with the Implementing Partner of UNICEF City Agenda in Valéria, with at least 25 participants each time, to enhance knowledge and influence school curricula regarding violence and structural racism that impact learning.
  • Support the implementation of Indique (IND) strategy related to Early Childhood Friendly Unit Initiative (UAPI) in Valéria territory:

  • Participate in at least 3 strategic meetings on Indique, promoted by the UNICEF City Agenda Implementing Partner in Valéria, systematize the discussions (with learnings and bottlenecks) and contribute to the replanning of actions in collaboration with the municipal team and the UNICEF City Agenda Implementing Partner;
  • Support the implementation of School Active Search (SAS) strategy in Valéria territory:

  • Conduct 10 technical assistance meetings, one per month, to monitor and support at least 10 technicians from the municipal team and the local team of Valéria for the implementation of the School Active Search strategy; constant review of intersectoral flows is recommended.
  • Organize at least 05 online and/or in-person training sessions, with at least 40 technicians each, to support the municipal team in Salvador in using the SAS platform and methodology.
  • Hold 04 advocacy meetings, with at least 15 stakeholders each, to engage key Municipal Secretariats participating in the SAS strategy (Education, Health, Social Assistance, and Children's and Women's Rights), the Justice System, and other stakeholders to implement the strategy and support the (re)enrollment of children and adolescents.
  • Prepare a monthly report with the data from Salvador collected in the BAE platform for monitoring and supporting the (re)planning efforts.
  • Support the implementation of School Active Search (SAS) strategy in Bahia and Minas Gerais States:

  • Conduct 10 technical assistance meetings, one per month, to monitor and support at least 12 technicians (at a time) from the SEDUCs of Bahia and/or Minas Gerais/State teams for the implementation of the School Active Search strategy, in partnership with the UNICEF Seal Implementing Partner (CDJBC – Centro Dom José Brandão de Castro);
  • Participate in meetings to organize the School Active Search with SEDUC Minas Gerais, whenever UNICEF invites;
  • Provide 03 in-person sessions on the UNICEF Seal education strategies to municipalities in Bahia and/or Minas Gerais, at the UNICEF Seal training centers, according to the training schedule presented by the UNICEF Seal Implementing Partner (CDJBC – Centro Dom José Brandão de Castro). This activity involves travel, meals, and accommodation, receiving supplementary resources integrated into the contract value;
  • Support the organization and delivery of at least 5 online training sessions on the BAE methodology and platform, conducted by the UNICEF and the UNICEF Seal Implementing Partner (CDJBC – Centro Dom José Brandão de Castro), for at least 60 technicians at a time;
  • Prepare a monthly report with the data from the state of Bahia collected in the BAE platform for monitoring and supporting the (re)planning efforts.
  • Performance indicators:

  • Punctuality in meeting deadlines
  • Quality of the contents
  • Timely provision of the deliverables
  • Full adherence to the monthly workplans and diligences as agreed with Supervisor;
  • Satisfactory quality level of reports and actions (quality of inputs, analysis, register of activities, recommendations, etc).
  • Immediately upon signature of the agreement, the UNICEF supervisor and the selected consultant will meet for detailed discussion of the Work Plan and the quality criteria for product delivery. Regular meetings will also be scheduled at a distance or in person to follow up the activities defined in the Work Plan.

    The monthly reports shall be subject to review and approval by UNICEF after delivery by the Consultant. If needed, revisions and alterations may be requested by UNICEF related to quality and technical depth parameters. Only after final clearance from the UNICEF Brazil, will the payment be processed.

    Technical background, and experience required:

  • Bachelor's degree in Education, Communication, Management, Psychology, Sociology, or another social sciences field is mandatory, and post-graduate education is a plus.
  • 5 years of experience in education projects and actions, project management, and/or child rights. Experience in active school outreach projects and addressing violence against children are advantageous.
  • 3 years of experience in community actions, training technical staff and public administrators, and/or supporting the organization of intersectoral workflows and arrangements.
  • Knowledge about child rights issues, including the Convention on the Rights of the Child and the Statute of the Child and Adolescent.
  • Teamwork skills and ability to work within tight deadlines.
  • Proficiency in using digital media tools and social networks.
  • Ease in communicating with public administrators, school professionals, children, and adolescents from territories in vulnerable situations.
  • Skills in analyzing and systematizing quantitative and qualitative information.
  • Proficiency in Microsoft Office Suite: Excel, Word, PowerPoint (intermediate), Google Apps, and video conferencing tools like Teams, Zoom, and Meet.
  • Proficiency in the Portuguese language for the preparation of reports and other necessary texts for consultancy development.
