Job Description (Roles and Responsibilities)

Main purpose of job:

This is an exciting role, based at the British Embassy in Brasilia, which will put you right at the heart of some of the most interesting and important geopolitical issues of the day, at a time when the global spotlight will be on Brazil.

The role has two complementary functions.

First, the officer will oversee preparation and delivery of the UK's engagement with Brazil ahead of and during its Presidency of the G20 in 2024.

This includes providing policy and logístical support to teams across the Embassy and in London, ensuring a consistent strategic approach, and leading on liaison with the Brazilian Government to support delivery across all G20 tracks.

The officer will also lead on global economic analysis, providing support to policy teams across the Brazil Network on issues including economic security, global supply chains, and food and energy security - many of which are key G20 priorities.

This will primarily involve preparing reports on Brazil's global economic role and making recommendations on how we can influence them to support UK priorities in both a bilateral and multilateral context.

As well as employing your analytical skills in support of the UK's agenda in Brazil, you will also gain first-hand experience of how both the UK government and the G20 really work.

You will advise your peers and seniors in the Brazil Network on issues within your portfolio; you will work with colleagues from almost every UK government department; and you will play a key role in welcoming a number of UK ministers to Brazil, including the Prime Minister.

The UK's Brazil Network and Trade & Economics Team

The UK's Brazil Network includes the Embassy in Brasilia and consulates in São Paulo, Rio de Janeiro, Belo Horizonte and Recife and covers political, economic, climate, trade and commercial work.

Teams across the Network work together to strengthen the UK and Brazil's strategic relationship by deepening our trade ties, safeguarding our security, and tackling common climate and environmental challenges, as well as promoting our values, protecting human rights and democratic freedoms, and leveraging the UK's position as a global hub for science and innovation.

The Trade & Economics team works to promote and defend the UK's global economic agenda.

The team currently consists of an economic policy, trade policy and financial services team, each working to deepen our bilateral relationship and pursue our mutual prosperity.

This is a new role, reporting directly to the Head of Section, designed to support policy teams across the Network with 'big picture' economic analysis on key geopolitical issues while also supporting a busy G20 agenda.

This is a significant task:

under India's 2023 Presidency, there are 15 separate policy tracks and over 190 meetings will take place through the year.

Brazil's 2024 presidency will bring a similar level of activity, and the UK will need to be properly engaged and represented throughout.

Roles and responsibilities / what will the jobholder be expected to achieve?
While some flexibility will be needed, you can expect to:

  • Lead strategic planning of our engagement with Brazil's G20 Presidency, ensuring an "all of Network" approach. Develop a strategy for engaging the Brazilian government on a range of policy files and for supporting UK engagement which is proportionate to our priorities and resources. Seek maximum alignment with our broader bilateral objectives. Oversee G20-related spend, ensuring this is tracked and logged and value for money is pursued at all times.
  • Build strong relationships with the Brazilian government across a range of ministries and deploy these to maximum effect. Your relationships will need to be broad and deep enough to deliver cooperation and clear outcomes on complex policy issues while also quickly unlocking progress on tricky logístical or protocolrelated issues. You will also need to ensure that colleagues at all levels in the Network, up to and including the Ambassador, have strong relationships with the right people to pursue UK objectives effectively.
  • Provide policy and logístical support to colleagues in London, who will travel to Brazil to represent the UK in working group meetings. Use your local knowledge and contacts to facilitate their ability to pursue UK objectives, including lobbying on their behalf when necessary. In particular, provide regular insight and reporting for the G20 Sherpa team in London, drawing links between the individual policy tracks to provide a 'big picture' perspective.
  • Oversee delivery of a high volume of incoming visits related to the G20 (senior officials and government ministers, up to and including the PM), working with colleagues across the Network to ensure they run smoothly and, where appropriate, are accompanied by an impactful bilateral sideprogramme.
  • Deliver regular insightful anal
