The logistics base superintendent is Company Site Representative in BRASCO base at CAJU, Niteroi, TechnipFMC at Port of Açu supporting TEPBR operations in country.

He is accountable for TEPBR operations in the base and as such he must:


  • Maintain awareness of and ensure compliance with all relevant statutory and DGEP rules.
  • Implement and maintain Logistics and Marine policies, strategies, and procedures to ensure compliance with legislation, Company Safety Management system, Group policy and evolving Company Objectives.
  • Manage, motivate, develop, and direct all staff to ensure safe, efficient, economic and auditable services and ensure that production is not stopped or disrupted due to failure of logistics support.
  • Be the technical, health, safety, and environmental authority at the base.
  • Coordinate with employees at all levels on HSE matters and promotes safety and environment initiatives.

HSE:

  • Ensures the rules and specifications mentioned in the bridging document between TEPBR, BRASCO and TechnipFMC are implemented.
  • Supports the permit to work process and similar processes (Journey Management and Lifting plans): guarantees that routine operations are covered by specific procedures and challenges quality of permits issued.
  • Promotes a risk assessment approach to all Logistical activities.
  • Follows and comments of anomalies, near misses, incidents, and accident reports. Assists base HSE Supervisor to investigate high potential events, participates on cause tree analysis, board of inquiries (where required), issuance of verbal and written warnings to personnel in clear breach of safety rules with a view to identify the necessary preventive measures to prevent reoccurrence.
  • Continuous verification and implementation of safety procedures and rules related to tasks performed on the base i.e. handling, lifting, fuel transfer, bulk and mud transfer, waste chemical storage, disposal, land transport, marine cargo loading.
  • Ensures segregated wastes from FPSO/RIG are properly disposed by competent contractor
  • Supports HSE personnel on scheduled inspections and audits.
  • Participate to the monthly site HSE committee meetings.
  • Ascertains that personnel working on the BRASCO logistics base are familiar with and have understood the HSE reference documents, and to check their training, qualifications, and accreditations
  • Raise awareness about the Energy Management and Energy Efficiency system in the contractors under its management
  • Participate in the periodic meetings of the Energy Management System.
  • Participate during internal and external ISO 50001 audits.
  • Assist in the execution of the tasks defined in the energy savings action plans.

  • Logistics Base personnel and operations management:
  • Ensures follow-up of Vessel Fleet Planning established by the logistic operations superintendent.
  • Ensures that TEPBR stock Items and Warehouse are managed in respect of Total Rules.
  • Ensures management and reexportation preparation for rented drilling tools and material.
  • Supports and interacts with CPLO to fully adhere work practice, procedures, training, recommendations lifting plans and risk assessments.
  • Supervises Lifting gears management (color coding, inspection date, certification, storage...)
  • Ensures equipment suitability and their safe use on lifting operations.
  • Ensures marine operations: pier and transit zone management including stevedoring, cranes and trained personnel.
  • Liaises with vessel Masters to ensure safe and efficient loading/unloading for both deck cargo and bulk cargo.
  • Supervises Vessel cargo manifest
  • Ensures that packing list is accurate, updated and in conformity with Cargo loaded onboard the vessels.
  • Controls adequate custom nomenclature and valid Nota Fiscal for each item listed. Ensures that they are transmitted to offshore sites after vessel leaves quayside
  • Implements Planning and optimization of supply boats rotations, loading/offloading flow activities.
  • Ensures efficient management of Containers and other assorted CCU's (certifications, inspection dates...)
  • Ensures appropriate procedures for dangerous goods management (explosives, radioactive sources) are implemented, including transport, and lifting.
  • Supervise Vessel MGO bunkering, including quality supervision.

Reporting & Operations follow up:

  • Maintain records and statistics to ensure accurate reporting, follow up KPI and implement adapted corrective actions.
  • Implement Daily and Weekly base operations reports and meetings.

Budget and Finance:

  • Assist the Logistic operations manager in building the budget.
  • Liaise with tax to ensure that the material management and deliveries is done as per the legislation
