Job Description (Roles and Responsibilities) 1


Main purpose of job:

This is a challenging position within the Climate, Nature and Energy Team at the British Embassy in Brasilia. The job is based in Brasilia. If necessary, it is possible to consider posting in Rio de Janeiro.
The Climate Team fosters collaboration between Brazil and the UK through high-level meetings, visits, missions, and programmes.


The jobholder will also have a key role of supporting Policy and Programme Team leads on activities related to the Partnership for Green and Inclusive Growth the UK and Brazil governments launched in 2023.

The jobholder will initially have a special focus on the pillar four (Energy and Industry Decarbonisation) of the partnership.


Roles and responsibilities:


The job holders is expected to:

Analysis, Monitoring and Reporting:

  • Keep abreast of domestic policy developments on energy transition in Brazil, especially on offshore wind, hydrogen, biofuels and CCUS. Understand political debates on fossil fuel policy.
  • Understand Brazil's international energy policy priorities, including its position in the IEA, IAEA, COP, G20, CEM and other relevant international bodies
  • Understand international energy policy in the UK and provide analysis on opportunities to advance priorities and enhance cooperation with Brazil under the UK-Brazil Green and Inclusive Growth Partnership, ICF Programmes and Embassy Business Plan
  • Write short, concise analytical reports explaining Brazilian policy developments to a UK audience, as well as colleagues across policy, programme and commercial teams in the Embassy
  • Support the Communications team in reviewing contents for social media and interviews.
  • Crosscutting role: coordinate with peers a bymonthly update of the Climate Nature and Energy core script, including on our International Climate Finance portfolio, its impacts and results

Logistics, Missions, Visits and Events:

  • Coordinate official visits and events between the UK and Brazil where energy is the central theme, including its logistics, attendance management and reporting with the support of the Climate Intern. From working level to Ministerial level
  • Advise on energyspecific elements of other visits
  • Connect experts between the UK and Brazil to deepen institutional cooperation between both countries

Stakeholder Management:

  • Map key energy stakeholders in Brazil across Government, Congress, businesses, civil society, academia and at Statelevel
  • Develop and update regularly engagement plans for Seniors, advising on relationship development and engagements that will support delivery of Energy objectives in Brazil
  • Develop a network at workinglevel in Brasilia, across Brazilian Ministries and Congress, to be able to support seniorlevel relationships
  • Brief senior UK officials and Ministers orally and in writing, so they can engage their Brazilian counterparts effectively
  • Build strong internal relationships within the UK's diplomatic missions across Brazil (Brasilia, Sao Paulo, Rio de Janeiro, Belo Horizonte, Recife), and in London Departments, especially with colleagues covering climate, energyrelated trade promotion and policy, and politics

Programme Management:

  • Provide support for events and missions related to ICF Climate Finance programmes.


  • Skill Shares

  • Support the coordination of the programme portfolio in Brazil leading on the relationship with UK counterpart and providing support to the procurement of new opportunities and implementation of the activities.
  • Support implementation of the ESMAP Programme in Brazil.
Essential qualifications, skills and experience 1


Essential on arrival:


  • University degree in a related field (Economics, Energy, Climate and Environment Science, International Relations, Political Science, etc);
  • At least 2 years of working experience/research with the agendas covered by the role on: national/state governments, international organisations, agencies and/or NGO's, or universities.
  • Strong understanding of the Brazilian political framework on federal level both Congress and on Executive, especially around the Ministries of Mines and Energy, Industry and Environment and Climate Change
  • Strong communication and interpersonal skills.
  • Excellent command of written and spoken English and Portuguese.
  • Proven research and reporting skills.
  • Able to deal with multiple tasks and priorities.
  • Problemsolving, attention to detail.
