Human Development Practice Group (HD PG)


The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs, and gender.

The HD PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries.


Social Protection & Jobs Global Practice

Unit Context
The Social Protection & Jobs Global Practice in LAC delivers operational approaches and evidence-based solutions to help individuals and families manage risk, cope with chronic or transitional poverty, and access better livelihoods and jobs


These include:
strategy, policy dialogue, advisory and analytical services, and financing of:

  • Social safety nets social assistance in the form of cash transfers, public works programs, social services, and fee waivers.
  • Contributory transfers, including oldage pensions, unemployment insurance, disability and survivor benefits, and their fiscal sustainability (including budget support for transitions).
  • Labor market and youth employment programs, with a focus on supply side interventions and intermediation policies, as well as policy advice on labor market regulations and interventions.
  • Skills development and training; and
  • SPJ delivery systems, covering implementation processes (outreach, intake and registration, determination of eligibility, enrollment, payments, provision of services, case management, and so forth); the interface for citizens (applicants, beneficiaries, workers, unemployed) and employers / firms; institutional arrangements (including horizontal and vertical coordination); and information systems (social registries, beneficiary registries, integrated social information systems).
In recent years, the Social Protection and Jobs GP has developed an important work program across LCR.

The total portfolio of some 11 projects amount to over US$ 2.8 billion in net commitments across Mexico, Central America, Caribbean and South America.

In addition, the GP manages analytical work, reimbursable advisory support (RAS) and Trust Funds.

As a result of COVID 19, the GP has seen as important additional number of project requests and project restructurings to support country response to the effects of the crisis.

Operations include safety net systems and transfers, labor and jobs specific operations, support to restructure unemployment insurance, and operations to support productive inclusion initiatives across several countries in the region.


Description

Brazil, the largest country in Latin America and the nineth largest country in the world, is at a critical juncture to enter into a sustained path of sustained growth with opportunities for all.

After two devastating crises (a domestic crisis and the COVID-19 triggered global crisis), Brazil needs to develop a strong policy package to support the poor and the vulnerable and improve key social indicators, including decrease poverty and increase shared prosperity, decrease unemployment and informality, improve early childhood development outcomes, among others.

These policy packages need to be designed to be fiscally sustainable, as Brazil spending is already above the fiscal ceiling".

In addition, the new administration that took office this January of 2023 is placing this agenda at the top of government priorities, with President Lula reiterating in his inauguration speech his commitment to eliminating hunger and poverty.

Brazil already has programs in place to tackle this agenda.

The flagship CCT program Bolsa Familia/Auxilio Brasil established in 2004, has already lifted nearly 25 million persons out of poverty between 2001 and 2013 and it is used as a best practice for the design of other CCT programs across the globe.

Brazil's social registry, Cadastro Unico, includes more than forty percent of Brazilians and it is the cornerstone for effective targeting of 34 social programs, including the speedy deployment of relief support on the onset of the COVID-19 pandemic, which has been the largest COVID-19 relief program in the world.
