ROLE PROFILE

  • Day to day management of the local logistics function, the provision of logistics support to internal and external stakeholders, management of subcontractors ensuring compliance to Company regulations and procedures, ensuring zero delays to construction activities are attributable to logistics.

RESPONSABILITIES

  • Managing, mentoring, monitoring, developing and appraising the local logistics teams
  • Ensuring logistics service delivery, including operational preparedness, execution and close out
  • Proactively monitoring functional performance to ensure it meets project requirement whilst following and complying with company procedures, customs and excise regulations, and trade compliance in all countries of operation.
  • Liaise with government, local and regulatory authorities to ensure all logistics matters are conducted fully in compliance with local laws and regulations. Keeps fully abreast of customs rules and regulations including the investigation of the applicable VAT procedures both domestic and abroad.
  • Communicating effectively with group and management team on activities, projections and obstacles in group functioning, cross pollinating logistics knowledge throughout the local organization, constantly striving to develop improvements to the logistics functions processes and procedures
  • Acting as local technical expert advising internal and external stakeholders on all aspects of the logistics discipline
  • Produces technical documents such as logistics plans, scopes of work etc and reports as required by project
  • Designs logistics strategies, budgets and plans for bid estimates, providing logistics consultancy for project execution and operations readiness to achieve flawless startup and operational excellence.
  • Manages and reports financial status with regards to allocated budgets to project management ensuring on time and in budget delivery
  • Initiates, prepares, coordinates and participates in jobsite surveys and freight operations (as required). Determines restrictions and/or limitations on the modes of transportation imposed by national and/or international regulations.
  • Advises project procurement team, material suppliers, carriers, forwarding agents of the documentation flow and operating procedures in respect to delivery terms and material movement (packing, marking, shipping and invoicing instructions) as far as applicable.
  • Defines/reviews modes of (proposed) shipment, material description and shipping terms and conditions to ensure that correct rates and routes are used. Coordinate with Expediting that all inspection release copies and/or authorities for movements are issued to the project logistics group in a timely manner.
  • Review and approves subcontractor technical documentation such as risk assessment and method statements
  • Chartering of commercial cargo vessels, tugs, barges, aircraft. Attend loading and discharging operations of specialized or delicate equipment to ensure safe loading, transit and delivery of materials
  • Manages subcontractors including maintaining relationships, raising and monitoring KPIs, contractual compliance, insurance compliance, dispute resolution
  • Maintaining an indepth knowledge of the worldwide forwarding agents, carriers and other transportation related services market to assure the most economic and highest quality service to projects and to determine capabilities and limitations of parties, both domestically and internationally.
  • Provides information for transport insurance purposes and ensures all shipments are handled in such a way as to ensure validity of insurances including vessel assurance checks

REQUIREMENTS

  • Experience in a project logistics environment preferably within the oil and gas sector
  • Experienced in building, leading and mentoring teams
  • High level of expertise and experience with local import, export rules and regulations, including deliveries to and from fabrication yards operating under specific customs regimes (fabrication zones, free trade zones etc) associated tax implications
