Job Description (Roles and Responsibilities)


Main purpose of job:


We are looking for two motivated, flexible, proactive and professional individuals to join the British Embassy's Political Section as Political Advisers.


The UK's Brazil Network includes the Embassy in Brasilia, and consulates in São Paulo, Rio de Janeiro, Belo Horizonte and Recife.


Teams across the Network work together to strengthen the UK and Brazil's strategic relationship through the delivery of priority campaigns that aim to deepen our trade ties, safeguard our security, and tackle common climate challenges.

These campaigns are underpinned by promotion of our values that protect human rights and democratic freedoms, promote open societies, and leverage the UK's position as a global hub for science and Innovation.

The work of the Political Team projects our values and defends our interests in Brazil.

As Political Advisor you will play a central role in delivery of Brazil Network priorities, helping to shape the UK's future relationship with Brazil.


You will be part of a political team that has a broad remit and will work flexibly to deliver on issues that include domestic politics, foreign policy, bilateral and multilateral engagement, security, human rights, democratic freedoms and open societies.

The roles will have an emphasis under our open societies and security pillars with opportunities to work on issues such as Cyber security, domestic human rights, geopolitical influences, public diplomacy and Peacekeeping.

Roles may also involve line management responsibility.

You will provide proactive, and timely reporting across current and emerging political developments.

You will provide tailored analysis and advice informed by your comprehensive knowledge of the Brazilian political landscape, effective use of your wide network of influential contacts, and your ability to critically assess information and spot potential linkages within the overall strategic context.


Your responsibilities could include:

planning, delivery and producing advice related to visits by UK ministers or senior officials; prepare briefings and plan engagement strategies for senior interlocutors in both Brazil and the UK; build dynamic relationships with relevant teams and stakeholders based in the UK and Brazil; participate in the Brazil Network's regional outreach strategy development and delivery; organise events and manage UK-Brazil dialogues; respond to ministerial and parliamentary interest on our political work; and engage in lobbying and representational activities.

You may also be required to design and lead the implementation of small projects.


Although the remit of the jobs are broad you will be assigned overall leadership on specific portfolios within the areas highlighted above and related to Brazil Network and Political Team priorities, as well as taking responsibility for either a network or team corporate objective such as L&D, team welfare or cross-team resilience and cohesion.

These specific goals will be set in parallel to the annual staff evaluation process and will take into consideration personal development goals and wider team resilience needs.

As the Lula Administration's programme becomes clearer, there may also be some reprioritisation of workstreams.

We will require you to be flexible and to welcome the challenges and opportunities that this type of flexible deployment would bring.


With the above in mind the immediate priorities to be undertaken by the two roles would be drawn from:


Policy:


  • Open Societies and Security with a focus on indigenous rights and serious and organised crime and environmental crime.
  • Multilateral engagement related to elements of the Russia-Ukraine conflict, diversification of supply chains, critical minerals and food and nutrition security, linking to climate and trade objectives.
  • Bilateral engagement, including post-elections strategy related to security co-operation, human rights & open societies, and broader priorities related to the UK-Brazil relationship.
  • Presidential and State level political analysis following the election, working with others across the Political Team and supporting broader objectives in coordination with other Teams in the Embassy and across our 5 posts in the Brazil Network.
  • Regional outreach strategy, coordination and implementation. Working cross-team in the Brazil Network with regional leads to monitor and evaluate progress and ensure we are making the most out of the relationships

Corporate and Team Management

  • The jobholders will agree a corporate objective with their line manager, for example leading on Learning and Development (L&D Team mapping to identify political team resilience and personal development needs. Development of team L&D plan and its delivery, monitoring and evaluation) or leading on team finances (working with the Political Counsellor to ensure good financial planning and accountability).
